Pennington was born in Hilham, TN along with a twin brother Delbert on March 2, 1926 to the late David and Ida McClain Pennington. Both brothers served in the Army together. Elbert was a first Scout and Delbert was a second Scout. Delbert was wounded and he hollered to Elbert that he was hit, so Elbert carried his twin brother out, he had to leave him beside a building. Elbert did not know for a long time if his twin brother was still alive.
