He was retired from the Sanitation Department with the City of Cookeville and he also loved working on lawn mowers. Born January 4, 1931, in Overton County, he was the son of the late Raymond Andrew and Ruby Willette (Hughes) Carter. In addition to his parents, he was preceded in death by a son, Bobby Carter; his father-in-law and mother-in-law, Claude and Lou Maxwell; a brother, Vanis Carter; a sister, Merle Watson; and a granddaughter, Amanda Jackson. Survivors include his wife, Janice (Maxwell) Carter of Algood; 4 daughters and 4 sons-in-law, Sandra and John Woody and Phyllis and Anthony Sparks, all of Cookeville, and Rita Warren and Johnnie Reels and Debbie and Claudie Jackson, all of Algood; 4 brothers, R.D. Carter and Billy Carter, both of Hilham, Sam Carter of Livingston, and Jimmy Carter of Indiana; 4 sisters, Oletta Norris of Hilham, Linda Morgan of Cookeville, Inez Ford of Utah, and Betty Cook of Ohio; 11 grandchildren; 6 great grandchildren; and a host of nephews and nieces.
